MCDR provides the electronic signature and E-Sealing certificates services to citizens and entities applying for the service, for use in both personal and governmental purposes to sign the following:
1- Digital files (MS Office -PDF- Emails- .... etc)
2- Digital transactions on websites.
3- Digital transactions through the company's systems.
Entities that have started dealing with the electronic signature and seal are:
Joining the electronic receipt and invoice platform managed by ETA and authenticating invoices electronically, considering the decisions issued by the Egyptian Tax Authority; as not to take paper invoices into account, which has been implemented since July 2022.
- The General Authority for Investment and Free Zones
The General Authority for Investment and Free Zones has started implementing electronic signature techniques by receiving many requests from personnel affairs officials in various companies, provided that these requests are signed electronically.
- The Customs Authority to activate the Advance Cargo Information system for shipments:
- The Advance Cargo Information system for shipments (ACI) is a new customs system according to Article 39 of the Customs Law No. 207 of 2020 and the decisions of Dr. Mohamed Maait, Minister of Finance No. 38, No. 328, No. 430 and No. 490 of 2021. This system is not new globally but has been applied in accordance with the international standards issued by the World Customs Organization (WCO) and the World Trade Organization (WTO).
- The ACI is used within the framework of the strategic direction for digital transformation in Egypt, by applying technological solutions in all sectors and projects to lead Egypt towards the new republic. It is also used within the framework of developing the work system of the Customs Authority, and the gradual transformation from a paper-based to a digital work environment; governing import and export procedures, as well as achieving speedy release of goods and facilitating trade. This is reflected in reducing costs and leads to improving Egypt's ranking in the Global Competitiveness Index, facilitating trade movement, and stimulating investment.
- The ACI System aims to serve international trade and support presidential directions to enhance Egyptian exports and protect Egyptian citizens from goods of unknown identity or origin. Thus, ports become only gateways for the passage of goods and not places to store them, as well as reducing the time and cost of releasing goods, using electronic data and documents and dispensing with paper documents. The trial operation of the ACI System on maritime shipments started April 1, 2021.
- The mandatory operation of the ACI System on maritime shipments started October 1, 2021. The System relies on providing shipment data and documents (commercial invoice and final or preliminary bill of lading) at least 48 hours before shipment to enable the concerned authorities to monitor any danger facing the country through the risk management system.
- MCDR issues electronic signature certificates that are used in the unified window system managed by the Egyptian Customs Authority to obtain the pre-registration number for shipments in the cases of import and export, which has become mandatory for exporters and importers to obtain before completing their operations.
4- The National Social Insurance Authority:
The National Social Insurance Authority started implementing electronic signature techniques after receiving several insurance requests from personnel affairs officials in various companies,
provided that these requests are signed electronically, now you can submit forms (1, 2 and 6) remotely .
5- The Ministry of Justice - Economic Courts:
- The state started implementing the electronic litigation system, where petitions are submitted to the court electronically so that the court can study the case and hear the lawyers' pleadings remotely to submit the ruling electronically to the plaintiff and defendant. It is worth noting that litigation procedures cannot be initiated electronically unless all parties in the lawsuit obtain an electronic signature.
- The Ministry of Justice started implementing the electronic litigation system in the economic courts sector and the South Giza and North Cairo courts, where it has faced many challenges, unlike the economic courts sector, which has implemented the system in an impressive and successful manner. Many banks started filing lawsuits remotely, most notably the United Bank, which has established a specialized unit for electronic litigation, filing 100% of the bank's lawsuits electronically.
6- The banking financial sector:
- The banking sector is currently moving towards digitizing all transactions with clients to facilitate procedures and save time. This will have a positive impact on the direct and indirect cost of the bank and its dealings with clients. Foremost among these transactions are, for example, bank forms and documents related to cash flow management services and products, foreign trade operations, and securities products, in addition to subscription forms for the corporate Internet banking service and other transactions that require clients to be present at the branch to sign any papers, documents, forms, or other. The electronic signature is an approved legal alternative to the manual signature, and subject to the provisions of Law No. 15 of 2004 and its executive regulations.
7- The Financial Regulatory Authority:
The Financial Regulatory Authority is one of the pioneering authorities in dealing with electronic signature techniques through two stages: -
- Requiring the possibility of using electronic signature techniques in e-trading for securities brokerage firms.
- The Authority receives correspondences from the companies it supervises electronically signed in application of Laws Nos. 139, 140, 141 of 2023, which the Financial Regulatory Authority has followed in its periodic letter No. (4) of 2023 dated 10/12/2023 regarding the protection of dealers' data and in application of Law No. (5) of 2022 to regulate and develop the use of financial technology.
8- (I-score):
- I-Score cooperates with the Central Bank in providing its services to licensed entities requesting to obtain the credit status of their clients using electronic signature.
